Mission StatementFHC’s mission is to improve the health of all of our communities by providing equitable access to quality affordable care.
Affiliation with the University of Washington School of DentistryFamily Health Centers (FHC) provides high quality health care services to our community. In addition, one of the fundamental activities of FHC is to support and contribute to the educational mission of the University of Washington School of Dentistry. Indeed, FHC has had a long-standing affiliation and an active, ongoing relationship with the University of Washington School of Dentistry (UWSOD) through the Regional Initiatives in Dental Education (RIDE) program since 2011. The goal of RIDE is to support the education of UW dentists in providing excellent dental care in rural settings. This program also aims to increase the number of dental professional graduates who will choose to practice within rural and underserved communities in Washington.

LocationFamily Health Centers is located in North Central Washington’s Okanogan County. Located halfway between the metropolitan areas of Seattle and Spokane, Okanogan County encompasses nearly 5,300 square miles of pristine, natural beauty. Larger than several states, Okanogan County is bordered on the north by Canada, on the south and east by the Columbia River Basin and the west by the North Cascade Mountains. |

HistoryFamily Health Centers was incorporated in 1985 and is now the primary healthcare system devoted to Okanogan County.
The clinic grew from its humble beginnings treating farm workers in the orchards with one doctor and support staff, to six medical sites in Omak, Brewster, Bridgeport, Tonasket and Twisp and four dental sites in Okanogan, Brewster, Bridgeport and Oroville that together serve the entire county. Today, FHC is a comprehensive health care system offering primary medical and dental care, orthodontic care, pharmacy, WIC, and integrated behavioral health and other services to 40% of the county’s population. Responding to patient interests, FHC has added Naturopath physicians, broadening our clinical expertise for Whole Person Care. |

Jesus Hernandez, MPAJesus is the CEO for Family Health Centers (FHC) in North Central Washington and for
Advance, an affiliate nonprofit operating services in the four county NCW region. FHC services include five medical clinics, four dental clinics, two pharmacies, two school-based clinics, Women Infants and Children (WIC) program services and an array of work on social determinants of health. Jesus holds a BA in Business Management (WSU) and an MPA (UW). He has over 25 years of progressive leadership in workforce development, education, healthcare, and finance. His past roles include nine years on the Higher Education Coordinating Board, including two terms as Chairman (appointed by Governors Locke and Gregoire), and twenty years on the Wenatchee School Board. Jesus is a recognized leader serving on multiple statewide boards, experienced in goal-oriented team leadership. He enjoys family time, outdoor activities, and musical events with his partner, Christal Eshelman, and children Mikael, Julian, and Eva Marie. |
Aliya Quidwai, RNI am a nursing and community health leader with a focus on organizational efficiency and cross-functional collaboration, always informed by a trauma-sensitive approach. I am passionate about serving rural communities and expanding healthcare access for marginalized populations. As Chief Operations Officer for Family Health Centers and Advance, I oversee daily operations, strategic planning, and the integration of healthcare delivery with social determinants of health initiatives, ensuring fiscal viability and community impact. My experience includes leading diverse teams in emergency departments and critical access hospitals, optimizing EHR systems, managing budgets, and spearheading community outreach programs focused on substance use prevention and harm reduction.
I am committed to building high-performing teams, fostering a collaborative culture, and leveraging data to enhance service delivery and achieve positive patient and client outcomes. |
Scott MatlockAccomplished finance professional with 10 years of experience ranging multiple industries and roles with the last three years of experience in Federally Qualified Health Centers (FQHCs) serving the rural community where I was born and raised. I take great pride in serving the people and community which I am from. Throughout my career I have been focused on maximizing efficiencies and revenues along with implementing long-term planning and initiatives that further the organization’s overall goals, whether that be in the aerospace/defense industry, manufacturing industry, or lately in the healthcare industry. I strive to make data driven decisions that are best for the organization, including our patients and staff. Being a local to Omak and the greater surrounding areas I am aware of the cultural nuances that have been a key asset to bridge the gap to those in need and promoting community-wide continuum of care.

Kevan Coffey, DNPDr. Coffey holds a doctorate in her Adult & Geriatric Nurse Practitioner Specialty from the University of Washington and a Master of Science in Nursing in her Adult & Women’s Health Nurse Practitioner Specialty from Yale University. Currently, she is a Clinical Scholars Fellow at the University of North Carolina Chapel Hill.
Kevan's professional interests span geriatrics, chronic disease management, women’s health, and mental health. “I am excited to work for a clinic with such exemplary dedication to community service and excellence in primary care. Julie Downs I hold a Bachelor's degree in Business Administration and operations with over 30 years in the healthcare industry.
I have proven experience in navigating changes in healthcare and working to meet the needs of our patients, community, and team members. I'm excited about what we are offering to our community in both patient care and in career pathway development. The mission and vision of Family Health Centers is at the forefront of all the work we do daily. Giving back to our community in a platform that provides oral health education and oral health improvement to ALL of our community will continue to drive overall community health. Additionally, having inhouse training and career growth plans provides new opportunities, new talents and builds a succession plan for the amazing great work provided by the teams at Family Health Centers. Outside of work I enjoy spending time with my family, traveling and enjoying nature. |
Marc Levanel, PharmDMarc earned his Doctor of Pharmacy degree at the University of New Mexico. Shortly after, he moved to Okanogan County and started working for Family Health Centers in 2014.
Marc works closely with providers to make sure that any potential medication problems are resolved as quickly as possible. He believes that great healthcare should be affordable for everyone. Carrie Filori, SPHRUpdates SPHR with over 30 years in operations leadership working primarily with linguistically diverse employee populations, striving to serve vulnerable and often marginalized members of the community. Volunteered for the courts supporting families in crisis, caring for neurodiverse youth, trans youth & families and in DV shelters and currently serves on the board of the Association for Autism and Neurodiversity. I lead and advise on all facets of People & Business Strategy using the inclusive lens my impactful personal and professional experiences have afforded me. Just like individuals, organizations are on a fluid journey when it comes to understanding, discussing, and reacting to how DEI fundamentally impacts our lives and society as a whole. Since companies are made up of multiple individuals, each with their own experiences, perceptions, and motivations, it’s impossible for the “company journey” not to be steeped in healthy complexity. My daily goal is to help foster an environment at FHC of self-reflection where we collectively and actively find and create the common ground that allows for grace and breathing space for inclusive practices to thrive. coming soon

Brendan Smith, NDAccomplished healthcare professional with over 8 years of experience in Federally Qualified Health Centers (FQHCs) serving rural areas, low-income families, and a familiarity with the culture, language, and populations served. Throughout my career I have been focused on evidence-based clinical practice, pateint centered care and shared decision making. Harnessing experience in education and clinical practice across multiple FQHCs during my career I bring pragmatism to quality and compliance by facilitating change management, staff/leadership education and systems design. To achieve high quality healthcare and outcomes I directly oversee the population health dept of an RN and Community Health Worker/Health Educators to provide extra support to patients and care teams. I continue to pursue training opportunities in the areas of quality and risk as well as participate on a community level as a board member for both the county housing authority and a non-profit for at-risk youth in Okanogan Co.
